Summary

The visibility and good name that are indispensable for higher education and research institutions, the propagation of their pedagogic and scientific culture, the referencing and indexing of their resources, guarantors of their accessibility, the standardisation, required if they are to last … represent major challenges for communities of teachers, researchers and learners, as well as for institution managers.
Faced with the amount of finance and the redundancy of means required by the implementation and development of a policy of enhancing the digital culture, the question of mutualisation and relevant level of operational conduct (subsidiarity) has to be asked - whether between institutions, or at national or European level. 
The Perseus project, digital theses and open archives will be treated as examples from the same policy of sustainable availability and conservation.
